Eltham High School and overflow grounds

The use of Eltham High School is managed by Council and is a casual use facility. There are no tenant clubs at Eltham High School as it is maintained to support:

  • displacement from allocated grounds due to works or condition
  • overflow due to unforeseen capacity
  • special purposes including unique groups, under-represented groups and events.

Prioritising an overflow ground that has competing requests

All applications will be reviewed by a panel of Council officers convened by the Manager of Recreation and Leisure.

Before you submit an application, note:

  • Clubs with outstanding debt with no repayment plan will not be considered.
  • Competition games will be given preference over training.
  • In-season clubs will be given preference over out-of-season clubs.
  • A club needing an alternative playing location due to construction or maintenance on their home oval or ground will be given top priority.
  • Clubs that do not provide the mandatory documentation will not be considered. Community groups supporting mass sports participation (ie umpires) will be given preference.

Overflow ground application

When two or more sports clubs have applied for an overflow ground and officers are unable to facilitate shared and equitable use, the following assessment criteria shall be used, with the highest scoring club/s given priority allocation.

Criteria Guiding principles
Home Ground Use Council recognises that for any major works that prevent a club from using their home ground an alternative option must be offered to the impacted club
Division of Sports Seasons Community sporting clubs are highly reliant on access to Council managed sportsgrounds for their viability
Competition Games vs Training Council will give preference to competition games
Fair Access Council recognises the important of Clubs commitment to fair access as per Council’s Fair Access Policy. Read the guiding principles at Fair Access Policy for sports clubs.
Under-represented Target Group Participation  Council recognises the social and physical wellbeing benefits that come from participating in community sport. Council encourages clubs to provide welcoming and supportive environments for all people. Preference will be given to clubs that demonstrate providing participation opportunities for under-represented target groups (eg females, people with disabilities, CALD, older adults).
  Governance Council requires that clubs practice good governance and provide evidence of mandatory documentation. Clubs will not be considered for allocation unless documentation is provided. Evidence required can be found at Seasonal clubs.
 Ground Capacity To maximise opportunities for participation, Council aims to achieve optimal and sustainable use of sportsgrounds (ie achieving full capacity of use while preserving satisfactory sportsground conditions). Council will evaluate a club’s capacity to achieve optimal and sustainable sportsground use by assessing the application against what Council determines to be capacity usage of the sportsground.
  Tenancy Record Council recognises and supports the importance of clubs having good relationships with Council, co-tenants and the local community. Council will take into account audit results and club follow ups from audits, complaints and breaches over the previous five years when assessing allocation applications.
