This page outlines the documents that you must have (mandatory inclusions) and others you might need to apply.

Before you apply, you'll need to create an account for eservices. Most registrations are approved within one business day. You'll only need to register once to submit, track and amend your application.

Mandatory inclusions

Your 17P planning application must include: 

Certificate of title

You need to attach a Certificate of Title from Landata copy (dated within the last three months) and with a copy of any registered covenants and/or Section 173 agreements.

Written submission

Address how your proposal meets the requirements of Clause 52.05-8 Decision Guidelines of the Nillumbik Planning Scheme.

Site context report

This report can use a site plan, photographs or other methods to describe:

  • proposed sign location on the site or building and distance from property boundaries
  • existing signage – size and location on the site including details of any signs to be retained or removed
  • existing signage on abutting properties and in the area – include location and form 
  • traffic control signs – location of closest
  • view lines or vistas that could be affected by the proposed sign.

Photographs

Provide a view of how the proposed sign will appear in the streetscape. This could be a photo montage or sketched perspective of the sign in context.

Site and elevation plan

Include a plan of your site with a scale. Locate on the site plan and provide dimensions and sign details, including:

  • title boundaries – must be clearly shown and labelled
  • location, dimensions, height above ground level and extent of projection of the proposed sign/s
  • total sign structure dimensions: height, width, depth, including method of support and any associated structures such as safety devices and service platforms
  • onsite works associated with the sign
  • illumination of any form, including baffles and times when the sign would be lit
  • colour, lettering style and materials of the proposed sign
  • size of the display (total display area, including all sides of a multi-sided sign)
  • logo – location of any logo box and proportion of display area it occupies 
  • landscaping proposed.

If the proposed sign is to be animated or electronic, include a road safety report addressing the decision guidelines at Clause 52.05-8 relating to road safety.

Large signs 

For signs with a display area of 18 square metres or more, you must also include details of:

  • character of the area including built form and landscapes
  • location of any other signs over 18 square metres, or scrolling, electronic or animated signs within 200 metres of the site
  • any existing identifiable advertising theme in the area
  • level of illumination including:
    • Lux levels for any sign on or within 60 metres of a Road Zone or a residential zone or public land zone
    • the dwell and change time for any non-static images
    • the relationship to any significant or prominent views and vistas.
