Multi-dwelling build – 03P application checklist
If you're proposing to build more than one dwelling, including apartments, units, townhouses, dual occupancy or a second dwelling, we will ask you to apply for a 03P application.

Before you start
Before you apply, you'll need to create an account for eservices. Most registrations are approved within one business day. You'll only need to register once to submit, track and amend your application.

Mandatory inclusions
Your 03P planning application must include:
Certificate of title
Certificate of Title from Landata copy (dated within the last three months) with a copy of any registered covenants and/or Section 173 agreements.
Written submission
Provide details of:
- summary of your proposal (number of dwellings, bedrooms, car parks, open spaces etc)
- how the proposal responds to the provisions of the relevant zone, overlays, particular provisions and planning policies (as appropriate).
Clause 55 response
A written assessment or report against the requirements of Clause 55 of the Nillumbik Planning Scheme (ResCode) – as relevant to the application. This must also include a Neighbourhood and site description plan with the details, as outlined in Clause 55.01-1.
Existing conditions plan
A plan of your site must be provided that is drawn to scale with dimensions that provides information (if relevant) about:
- existing buildings and structures
- vegetation (trees, shrubs) – existing
- other site features such as swimming pools, tennis courts, retaining walls etc
- driveways and car parking areas – location and layout
- contours/site levels
- effluent disposal system location (for non-sewered properties)
- internal building layout for existing buildings and structures
- street furniture location – light and electricity poles, street signs, street trees, bus shelters etc.
Site plan
Include a plan of your site with a scale.
Locate on the site plan and provide details and dimensions for what is relevant to your proposal:
- title boundaries – must be clearly shown and labelled
- buildings on adjacent properties (including setbacks from the title boundaries to your site)
- existing and proposed buildings including setbacks to all property boundaries
- natural ground levels (to AHD) and proposed finished surface levels
- cut and/or fill required
- retaining walls and/or batters - details (including dimensions and top and toe levels)
- existing individual trees within 10 metres of all proposed buildings, including trees on abutting properties and the road reserve, structures and excavations - include set backs
- trees to be removed and retained – trees must be numbered and cross-referenced with the arborist report (if provided)
- car parking structures, areas and access ways including driveway gradients and longitudinal sections
- pits and pipes for the retention and discharge for stormwater management
- trenched services
- North point accurately shown
Proposed floor plans
You must include floor plans and finished floor levels of the proposed buildings and structures. Include setbacks from boundaries and other key site features. Include a scale and dimensions.
Proposed elevation plans
Make sure these plans include a scale and dimensions. Locate on the plan and provide details (where relevant):
- floor to ceiling heights and finished floor levels
- wall heights and overall building heights to be dimensioned for each elevation
- natural ground levels and finished surface levels for the full area of works
- external colours, finishes and materials schedule including coloured sample image
Shadow diagrams
These diagrams must meet the requirements of Clause 55 – refer to B21 in Nillumbik Planning Scheme: Clause 55.04-5.
Landscape plan
Prepare a plan that plots site features and plants (existing and proposed). Include a schedule list of plant species, numbers and how big they grow. Find out about preparing a landscape plan.

Bushfire management plan

Arborist report
Where there are existing trees on the subject site or trees on adjoining properties that may be impacted by future development or works, an arborist report may be required.
Native vegetation removal response
For development on lots greater than one acre (4000 square metres) where removal of native trees or vegetation is proposed, you will need to demonstrate how you have avoided, minimised or offset vegetation removal (as per Clause 52.17). Find out more about native vegetation and offsets.
Check permit application fees
When you submit your application online you will pay a fee. To find out how much your application type will cost go to planning fees.
Check if you need to pay the Metropolitan Planning Levy
If the cost of your development is over a certain value, you must pay the Metropolitan Planning Levy. You must pay and provide your certificate with your planning application. We may ask for a cost breakdown if the estimated cost on your application seems low.
