Council Plan and Budget
The Council Plan is Council’s statement of its priorities for the Nillumbik Shire community over its four-year term of office.
It guides our work to:
- deliver Council’s policy and project priorities
- manage and deliver services for residents.
It aligns to the Community Vision - Nillumbik 2040, which is an aspirational description of what our community values and wants for the future.
Council Plan 2021-2025
The Council Plan is structured around the four themes of
- Community and Connection
- Place and Space
- Sustainable and Resilient
- Responsible and Accountable.
Each theme includes objectives, strategies and priority actions.
An Annual Action Plan details the specific actions Council commits to delivering each year to achieve these objectives and strategies.

The Council Plan has been informed by extensive community consultation in 2021 through the Our People Our Place Our Future community engagement initiative. It was endorsed by Council at the Council Meeting of 26 October 2021.

Budget
Each financial year Council prepares a budget that outlines the financial resources needed to implement the key priorities from the Council Plan. The budget is presented in June each year for the financial year ahead.
It includes information about:
- rates and charges to be levied
- new initiative funding
- borrowing
- operating result
- cash and investments
- capital works
- financial position
- financial sustainability.
