Carl Cowie reappointed as Nillumbik CEO

Carl Cowie has been reappointed as the Chief Executive Officer of Nillumbik Shire Council.
Councillors endorsed the recommendation of the Chief Executive Officer Employment Matters Advisory Committee to reappoint Mr Cowie for a second four-year term, which will commence on 1 October 2023.
Mr Cowie first joined Nillumbik as Chief Executive Officer in October 2018.
He was born in Scotland and has an MBA and qualifications in economics and finance. His international experience includes healthcare, facilities management, transport, manufacturing, and construction project management as well as managing large diverse workforces and budgets.
Prior to working at Nillumbik, Mr Cowie was CEO at Mornington Peninsula Shire Council.
Mr Cowie’s leadership has seen a focus on excellence in customer service, value for ratepayers and advocacy on behalf of the community.
He has overseen a significant capital works program which has notably included the redevelopment of the Diamond Valley Sports and Fitness Centre and the extension of the Diamond Creek Trail.
Council’s digital transformation program ensured the organisation was quickly able to pivot online from the very beginning of the COVID-19 pandemic.
Nillumbik Mayor Ben Ramcharan congratulated Mr Cowie on his reappointment.
